fraction as age

I have the 1860 census record for Naomi Cook-25675 and on it her age is shown as 10/12.  Does that mean that she is 10 months old?  Other people on this census also show fractions for ages.

If it is on a census, the enumeration date can also help you narrow the birth down to within a month or so which can come in handy in the case of extremely common names.

A fraction in the census age indicates the number of months for a child who has not reached the age of 1 year before the census date.
