Lawrence, please Provide more context so we can help resolve the difficulty you're experiencing.

Lawrence may be referencing his suggestions report: 835 Local file reference.

Please include a link to a profile having the issue. If, as is suspected, it is the 835 Local file reference, then it is referring to a file reference, usually of the form C:\some\file. Those files do not exist on WikiTree and refer to files that only exist on someone's personal computer and are just extraneous noise that isn't useful to anyone else since the field are not present and cannot be accessed. If the problem is something else, a link to a profile that has the problem would be useful to us and would allow us to be able to help you.

In the notes of some profiles there is a section "External Files"  Recently there was a drive to clean up files. One volunteer alerts me to delete these. External Files, aka Local files. What is the need to do this? I have a lot more and I think most are pictures of tombstones.

If, as Lindy suggests, you are referring to the Suggestion report about local/external files, then the reason to delete them is that they are useless to anyone here, except to the owner of the original gedcom import (and even then, only as a reference).

Whatever genealogy program they were using, linked those files as part of their "sources", but the files themselves aren't transferred over. Only the references are transferred. Maybe the original owner intends to upload the images later and needs the references to keep track of what's been uploaded. But more often than not, they may no longer have access to those files either.
