I haven't found a reference That your dad was born in Colorado Springs, and am relying on your info for his birthplace.

It would not be surprising if true, however, because your Justice family moved around a lot.  I saw that Clarence worked for a railroad, so it is possible that other family members also got jobs with the railroads.

His SSN number was issued when he began working.  He apparently was living in Ohio at that time.
