In addition to what Andy and Herbert said, WikiTree put these pages together so members unfamiliar with GEDCOM can get a better understanding of it:

Gedcom is a file that formats your family history info into it format so you can transfer the file between different genealogy program or indeed nowadays web sites or apps. But please note Genealogy programs like family tree when you import a gedcom into it the info is stored in that companys proprietary format whatever it may be. It is only when you export it that it will probably be exported as a gedcom. Also note due to this some times you have errors importing or exporting gedcoms sometimes. Thats why it is nice to have sites like wikitree online so we don't need to do this so much anymore.

Basically, yes.  It's a text file containing names, dates, places, sources, etc about a tree, in a standardized format.  Used for transferring said data between platforms.

Please note you do not need to use a gedcom file to add your family to Wikitree. Family members can be added manually, one at a time. Many Wikitree members prefer to do this.

While a little technical, here is Wikipedia's take on GEDCOM Files.
