That is not a case brought against Frances (Bailey) Gray. It is a case brought "against" Emanuel and Frances's three youngest children who were all under the age of 21 at his death in 1858. It is basically a request for the court to appoint a guardian for these three "children", Frances Gray, Phillip Gray, and Emanuel Gray. It says in the petition that Emanuel Sr left no widow at his death, meaning she predeceased him.
