Am I understanding the privacy levels correctly?

All living people can only be listed as "unlisted"?  So if I add a living relative someone else can add the same person?  If this is the case some people will have multiple entries.

Not all living people, just living non-members of WikiTree.  And yes, it's a recipe for duplicates.  Probably better not to add living people at all.

You almost have it right. All profiles for anyone who is not a member and could possibly be living will be unlisted and no one except the parents can add profiles for living children, but I am not sure what the age limit is for them.

I believe the age limit is 13 ,,, ie, you can add thirteen year olds.
