How to make a profile ''Notable'' ?

I see you have placed the Notables sticker on the profile of Paul Lériger Sieur de LaPlante. I had not heard of him before so I did a quick google search but couldn't find anything significant. What makes him notable? The Notables Project has some pretty specific guidelines for notables.

If the profile is being managed by the Notables Project, then add the Project Box - {{Notables}}

If the profile is being managed by you or A.N.Other, add the Project Sticker {{Notables Sticker}}
