You don't say which project you are interested in, but it you look in the upper right of every page, click on the FIND menu and about halfway down is PROJECTS. There are links on that page to various projects. There will be directions on how to join.
Most projects simply ask that you follow their tag and send a PM to the leader or coordinator.
