What is the ancestry of Berry Edward Carter of Virginia?

Born in Virginia 12/12/1838 and died near Shepherdstown, Jefferson Co. WV on 6/11/1907. He married Penelope Blessing 9/20/1866 in Frederick, MD. Moved to Jefferson Co. WV before 1900. No record yet found of his parents, grandparents, etc. National Archives had no significant information about his ancestry.

I'm a great-great grandson of Berry E. Carter and haven't found a significant amount about his ancestry. Some family trees list him as the son of Hiram Carter of Scott Co., VA, but I'm not convinced of that.
