Should I skip people in a Gedcom that have no dates related to them.

I have a number of people in my Gedcom file without birth or death dates.  They are relatives, but I have not been able to establish exact birth or death info.  Should they be skipped until I can get firm dates or should I approximate dates even though I am not very sure about them.  I

Can you do before or after dates? I use that a lot, rather than just leaving them blank.
