Thomas Skaggs and wife Melvina Skaggs and 6 children.There first child

born about 1860.He married Sarah Ann Webb Nov 24 1859.She would have

died soon after they married.Check and see when Sarah Ann Skaggs died,

There are several Thomas Skaggs in Kerntucky.Since no middle name or Initial is given in 1870 Census, It is not clear this is your man.Her death

date would clarify this.

You are right  there were more Thomas Skaggs in Kentucky. So will

look some more then..
