well, a pdf is not a gedcom. It is, in a sense, just an image of a document.

If the information in the pdf file is a Gedcom and nothing else, you can copy the text and paste it into a program like Notepad and then save it as a plain .txt file. Once it is saved you can change the file extension from .txt to .ged to recreate the Gedcom file. The information will have to be in the proper format to work.
