I'd start with Sarah Mary Beeny.  It says she was born in 1796 but cites a christening in 1816.

Her marriage needs to be pinned down to get a handle on her husband, because his name is too common.

Interesting .. why would you start there? I would think Charles Phillips and Richard Phillips would be related through their fathers instead since they share the last name.
