I’d have this problem if I wanted to be buried next to my g-grandfather.

Nobody has said what she wanted. If she wanted it and has close blood relatives buried there, at 98, I think she has earned the right. Don’t punish her for having lived a long life.

If she didn’t request it the family should pull their horns in and be respectful to her.

I found my great-great-grandparents' grave in Niagara Falls. Their grave marker is deteriorating, and they're the only ones buried in their plot. I called up the cemetery office and asked about fixing up the headstone, and possibly being buried there myself when the time comes. They said, essentially, "Sure. No problem. Just get the permission of everybody in the family."

Right. My siblings and I can't even agree on a movie to go see together, and there are only five of us. My dad was one of three siblings (and his sisters both had multiple children), my grandfather was one of eleven children (although two of them died in childhood), and my great-grandfather was one of four children. So I would need to track down and get permission from dozens (possibly hundreds) of people, scattered across at least four countries. What fun!

My grandmother was born in Ft. Lowell but she is buried in Black Oak Cemetery near Elgin, AZ (where my father was born).

If her immediate family, mother, sisters, etc. are buried there I don't see how the cemetery association can deny her the right to be buried there based on their claims that she is not one of the original families of the area.

LOL, I also noticed this was a year old but I just now read about it.  I wonder what happened in the end.

I think if the cemetery association would explain why she doesn't qualify for interment it would be helpful to the family.
