There are several possibilities. Do you have any other information? Possible place of birth, possible religion, date or place of death, spouse, names of any children? If you are certain about the date of birth what is the source for it?
John Hoover was born on May 31, 1795 in New Jersey. He died November 1, 1871 in Gaines, Kent, Michigan. He was married to Maria (Hoover) Spears, she was born in 1808 and died in 1870. They had the following kids: Mary Hoover, Abraham Hoover, Lyman Hoover, Rachel Hoover, Sandy Ann Hoover, Margaret Agnes Hoover, Barney Hoover, and John Hoover.

This information came from census reports, death records, Mormon Church, and other people who had Hoover in their public trees.
Poking around on this. In the meantime, this sort of Hoover's in WT in order of date of birth might turn someone up in the appropriate time window to be the father:

Borders of NJ were fixed (set) before 1795 so I don't think he'd be born outside NJ since he was giving that as his place of birth to Census takers. But, I would scrutinize any Pennsylvania Hoovers born say 1750 to about 1777.
