Cryptic notation in Amsterdam marriage records

I launched into the new Data Doctors challenge (marriages), and on my very first profile, I hit something perplexing. I managed to sort out the issue (the wife's birth was many years after her marriage and her son's birth, obviously a cut and paste error somewhere.)  But the only documentation I could find on her real birth was in her marriage record.  I think.  I'm not sure what to make of the priest's notation, though: "van a' oud ~ jaar" I'm guessing a' is alhier.  but what does the ~ mean?  See

The a stands for Amsterdam. So the text is "Van A(msterdam) oud 22 jaar" . It's his age. He is 22 years old and from Amsterdam.
