Why is the merge proposal invisible?

I tried to propose a merge between two Obvious duplicates, and the get the message "Thank you. Your approval for this merge has been recorded.". The merge of Zacharia Swart and Zacharia Swart is now partially approved and can be completed when the remaining manager(s) approve it. 

However, nowhere do I see a merge proposal either matched, proposed or rejected  … I see that a similar G2G question had been posted in 2015 already: https://www.wikitree.com/g2g/181688/invisible-merge-proposal. I'm a project research coordinator and the manager of the other profile is a data doctor. Yet both of us get the same message (and it should not have anything to do with the fact that the target profile has been protected!).

Is this a bug?

I was able to propose the merge. It's showing now on both of them.
