Nope, he was born in Natchitoches Parish, Louisiana. Here's his WW II draft card:
"United States World War II Draft Registration Cards, 1942," database with images, FamilySearch (https://familysearch.org/ark:/61903/1:1:J4MN-74M : 6 November 2017), J P Lowe, 1942; citing NARA microfilm publication M1936, M1937, M1939, M1951, M1962, M1964, M1986, M2090, and M2097 (Washington D.C.: National Archives and Records Administration, n.d.).
Born 10 Aug 1888, Pleasant Hill, Louisiana (that's in Natchitoches). Contact person Woodrow Lowe, Texarkana, Arkansas (his son). That's two Censuses, the Social Security App & Claims Index, and his WW II draft card all saying he was born in Louisiana.
They have a photo of his stone at FindaGrave. The mismatched SSNs kinda bother me, but anything is possible. You might be able to get a death certificate from Louisiana. They have a James P Lowe who died in Caddo Parish 16 Dec 1966, age 80, that could be him.
