Were Zachariah and Barbara Arthey William Arthey's parents or grandparents?

My great grandfather, William Claude Theadore Arthey (b. 1889, Colchester, Essex) is listed, or assumed to be the son of Zachariah Arthey (b. c1850, Abberton, Essex) and Barbara (b. c1848, Groton, Suffolk) son, however, he is 16 and 17 years younger than his sisters Elizabeth (b. 1870) and Maude (b. 1872).  I am wondering who is listed as his mother on his birth certificate.

The 1871 Census, lists Elizabeth as 'Elizabeth M. A. M. Thicker' but is subsequently listed as 'Elizabeth Arthey'.

I would also like to expand William's branch further.  Based on ages and birthplaces, Zachariah's father may be Joseph Arthey (b.1811, Langenhoe, Essex) and his brother, James Arthey (b. 1847, Abberton, Essex).  I am not sure the name of Zachariah's mother, but I believe his father remarried Emma, mother of James Radford.

Aside from her approximate birth year, and her birth place, I have no other information for Barbara.

I have not ordered an English birth certificate but I have ordered English marriage and death records from the mid 1800s and have found them to be well worth the cost as they contain a lot of info. Good luck!
