It does say "Used for those deceased 1941–1945", so perhaps his body was first elsewhere and reburied after that cemetery was established. Or perhaps he wasn't found until after 1948. Or perhaps, as you say, it's a memorial because he was never found. It also says for "personnel whose remains are interred or represented".
Alternate possibility is that his body was moved from a temporary burial location to this cemetery after its creation.
The cemetery was probably created as one of the final resting places for military personnel killed in WWII, so many of those buried would had died before the cemetery's actual creation.
