If you are simply asking the distance between yourself and the cousin to the most common ancestor, then the answer is they are the same. The number of steps between you and a 21st cousin 3xR is and for a 22nd cousin 1xR is the same. wink

Edited because I can't count properly without adequate caffeine. This answer is the same as Kerry's but in plain-English.

Let’s reduce To

1C3R vs 2C1R

You will share on average 1.56% DNA with a 1C3R and 1.56% DNA with a 2C1R.

Tie.

I don't know if "closer" is well-defined in this context.  If you determine it based on the number of meioses between cousins, then 1st cousins have 4 meioses, 2nd cousins 6 meioses, and 3rd cousins, 8 meioses.  So, the general rule is 2*(n+1) if n=degree of cousin-ship.  So 22C1R have 2*(22+1) + 1 = 47 meioses between them and 21C3R have 2*(21+1) + 3 = 47 also.  Seems like the same amount of "closeness" to me.
