Louis Levi Oakes, Notable?

Loius Levi Oakes just died.  He was the last surviving "code
talker" for the Akwesasne tribe who served during the Second World War.  He is not currently on the profile list I found for Profiles in wikitree (unless it is unlisted for privacy level). I can paraphrase a biology from the article in our local newspaper and set up a profile if needed.  Does he qualify for a notable designation and, if so, what do I need to know?
