Is there a way that you could check multiple photos when voting for Family History Photo of the Week before making a final decesion? I see some that are interesting but want to continue looking to be fair to all earlier submissions.

No I'm afraid there isn't a way to check multiple photos before making a final decision.  But you can vote for more than one photo which is ideal really otherwise I could never make up my mind
