merging or separating PPP

The only action available to perfrom on these profiles is to mark them rejected or unmatched.  However, they should be dealt with in a different fashion to eliminate duplication later on.  How do you go about it? Normandie-43 and Normandie-53.  As both of them are PPP's, I keep going around in circles.

Normandie-53 is merged into Normandie-43.

If the only thing keeping two profiles from being merged is that both IDs are locked, they should not be rejected or set as unmerged matches. A Leader (preferably one who knows about the profiles) should remove the project protection on the higher ID so that it can be merged into the lower ID.

In this case, though, it doesn't seem at all obvious (to me, at least) that these are the same person. They have different birth and death dates and places.
