Merges are still being approved by Closed Accounts Wikitree when there are active PMs

Question

I'm doing some merging, and looking through the proposed merge list which are ready for merges, all have at least one approval from Closed Accounts Wikitree (CAW)
Looking through the profiles where CAW has given the approval, most have existing PMs and many are active.
Is CAW approval what was formerly known as "default approval after 30 days"?

I'm using the same tags as a previous question in June about CAW giving approval, as then it appeared to be a glitch.

Of the first page of 20 matches from that link which Robin posted above, not one had "default approval given" and all had at least one CAW (and most had 2) approval given.

This one is second on the list:

1.  Henry Anthony Ostrom (Ostrom-104) and  Henry Anthony Oosteroom (Oosteroom-22)    compare
   Proposed by Cari Starosta.
   Approval from Closed Accounts WikiTree for Ostrom-104 has been recorded. 
   Approval from Closed Accounts WikiTree for Oosteroom-22 has been recorded. 
   You can complete this merge after a final comparison.

         If Ostrom-104 and Oosteroom-22 are different people, reject the merge.

But why is Closed Accounts doing anything involved with merges?

And what's also weird is that Closed Accounts Wikitree has only one contribution. If it was really involved in doing merges, wouldn't those be tracked under its contributions ?

Approvals are never logged.

previously it was indicated that it was a software bug that had been solved....I don't think anyone is logged onto the account when these approvals happen, that is the concern....what else is happening "accidentally".

Could it be possible that someone(s) who approved these merges had their account(s) closed after the approval?

Maybe this could happen with the occasional one Juha, but CAW seems to be the default option for all approvals where the approval has not been given by the PM, seemingly replacing the old default after 30 days. If you look at the link which Robin Lee posted above, and then check the profiles which have been given approval by CAW most have a profile manager listed. Many of these are active.
