Until someone notifies the administrators that this profile manager is no longer contributing, profiles like this can hang out for a very long time in the system. Once it becomes public knowledge that this PM has "left the building", then something can be done about it.
And the privacy rule at a base level won't trigger on profiles like this until it is "born over 150 years ago or died over 100 years ago". He was born 1887 and died 1956. So 1887 + 150 = 2037 and 1956 + 100 = 2056. So this profile would have sat for quite awhile for the automatic process to trigger.
