FamilySearch has his burial in Raymond & death record which approximates his birth as 1803 and birth location as Dorset which I guess you had.
The Dorset FH Society has two records of Foot births damaged by fire, one male and one female to the same couple - they appeared to be the right era but child forenames and dates were unknown...

Checking the 1841 census, however, these parents are still alive with more children and William is shown as B:1791 so could be a sibling I guess but there seems to be lots of Foots in Dorset :(
