I just came across Finding Names in Calendars of Tudor Fiants. It only covers the time frame of 1546 to 1603 and covers about 120,000 of the 1,000,000+ people living at the time. But every little bit helps during this time frame Tudor Fiants article at History Ireland gives a little background of the Fiants. 

Have you found any "Good" sources for pre-1700 Ireland? I've listed mine at Historical Sources of Ireland
