Does this profile go under Southern Pioneers purview?

I am not so sure if he qualifies for Southern Pioneers, based upon the timing: although the area was previously unsettled, it was within the state of NC.

Yes, it could come under the scope of the Southern Pioneer's Project as well as Southern Colonies Project.  It doesn't appear to need project management or protection however.
