Should Randalls-2 be merged into Randall-3620?

On 27 Nov 2017 another wikitreer wrote on Randalls-2:

Randalls-2 and Randall-3620 appear to represent the same person, with slightly different last name spellings.

I am responding with the question:

Randall-944 was earlier merged into Randalls-2, but it appears Randall-944 should have been the preferred profile. Randalls-2 now uses the preferred name Randall in the biography. How does the wiki universe resolve this issue, which has been ongoing since 2017 and earlier?

Direction of a merge

One profile is merged into another. It's not that the two profiles are combined into a new, third profile. Therefore, the "direction" of a merge matters.

We always merge a new duplicate into the original, first profile.

The only exception is when the original profile had an incorrect Last Name at Birth. For example, a duplicate of Benjamin Franklin, e.g. Franklin-2, would be merged into Franklin-1. But if the original was called Franklyn, it would be merged into the first profile named Franklin.
