When you say adoptive, do you mean step-mother, foster mother, or legally an adoption occurred?
A foster mother can be through the County / State, or it can be informal (friend of the family etc) A step-mother is legally wed to the father or it can be his partner living with him as a wife. WT has a "department" devoted to adoption matters which you might want to contact
At any rate, do the profiles as best you can, and then any errors can be corrected, relationships re-arranged.
You'll have to decide which surname to use for Cecelia as her birth surname. If that is later proven in error it can be corrected
I suggest you start with www.familysearch.org (it is free, just requires a user name and password, and I strongly suggest you use the identical to what your login for WT is) and by doing a search for each of these people you may be surprised to find out how much there is in records on them (county, state, fed) --
