Franklin was born on September 7, 1852 in Scott, Tennessee. He was the son of William Brooks and Polly Huddleston. Franklin was seven years old when his father was incarcerated in 1859 to the Tennessee Penitentiary in Nashville for larceny. [1]

Franklin M. Brooks passed away on July 27, 1935 in Crab Orchard Village, Cumberland, Tennessee. Age 82. [7]
Franklin was buried in Haleys Grove Cemetery on July 28, 1935.
