Biography

Franklin was born on September 7, 1852 in Scott, Tennessee. He was the son of William Brooks and Polly Huddleston. Franklin was seven years old when his father was incarcerated in 1859 to the Tennessee Penitentiary in Nashville for larceny. ^[1]

U.S. Census 1860. 1st District, Cumberland, Tennessee. Franklin and his mother are living with his Uncle and Aunt's family, Jesse and Lucinda J. (Huddleston) Welch. ^[2]

Franklin's mother married Thomas Smither on October 4, 1865 in Scott, Tennessee.

U.S. Census 1870. Tennessee. Franklin is 17 years old living with his mother and step-father, Thomas Smither.^[3]

Franklin worked in the Railroad industry as a Section Forman.
