Raleigh was born on February 4, 1880 in Rhea County, Tennessee. He was the son of William Clack and Sabria Newport. He married Alta Myrtle Brady on December 7, 1904 in Rhea County. He passed away on July 31, 1966 at Spring City in Rhea County.
