Biography

John D. Conner Law Firm PartnerJohn Davis Conner, 95, a lawyer specializing in administrative, pesticide and trade association law and a founding partner of what is now the Washington office of McKenna Long & Aldridge, died Dec. 18 at Goodwin House retirement home in Alexandria. He had congestive heart failure. Mr. Conner's clients included what is now CropLife America, a trade association of pesticide manufacturers; the Consumer Specialty Products Association; and the Fertilizer Institute, a trade organization for fertilizer manufacturers. He testified before congressional committees on federal legislation affecting his clients and wrote parts of the Federal Insecticide, Fungicide, and Rodenticide Act of 1948 and its 1972 amendment known as the Federal Environmental Pesticide Control Act. Mr. Conner, the son of a Baptist minister, was born in Fort Worth. He was a 1933 radio engineering graduate of Baylor University in Waco, Tex., and a 1938 graduate of George Washington University law school. He attended law school at night while working as a mover. During World War II, he served on a Navy troop transport. After years in private practice, he and Ashley Sellers formed a law partnership in 1952. Two years later, they merged it with the firm of former U.S. Attorney General Homer S. Cummings to form Cummings, Sellers, Reeves & Conner. Starting in 1958, the firm was long known as Sellers, Conner & Cuneo and was a predecessor to McKenna Long & Aldridge's Washington office. Mr. Conner retired in 1985. He was a former board member and administrative law section chairman of the D.C. Bar Association. For the American Bar Association, he became an authority on law office management. In 1958, he wrote a chapter on fees and billing in the ABA's law office management publication, "The Lawyers Handbook," edited by Lewis F. Powell Jr., a future associate justice of the U.S. Supreme Court. In 1965, Mr. Conner chaired the association's first national conference on law office economics and management. He was a former board member of the American Judicature Society, and his memberships included the Metropolitan Club, the University Club and Belle Haven Country Club in Alexandria. His avocations included golfing, sailing, playing violin and woodworking. His wife, Carolyn Hyatt Conner, whom he married in 1934, died in 2000. A daughter, Rose Mary Conner, died in January. Survivors include three children, Jenny Fitzhugh of Sperryville, Va., John Conner Jr. of Reston and Walter Thomas "Tom" Conner of Alexandria; a sister; nine grandchildren; and two great-granddaughters.
