When Colby Hooper Foss was born on November 22, 1905, in Dedham, Maine(called Lucerne Inn today), his father, John, was 23 and his mother, [[Hooper-2721|Lena], was 20. His grandparents(Hooper side) ran the ancestral home and business "The Lake House"(now called Lucerne Inn)[1].

When he was 20 in 1926 he worked as a book keeper at Thorsen Farm Produce Co. in Ellsworth, Maine he helped a young couple elope, and procured a car at a local garage with help from a female friend. Colby left the couple, and traveled to Quebec, Canada out of fear that he broke the law. He soon telegrammed his father John that he was ready to "face the music". His father travelled along with the owner of the car to Quebec to retrieve the car and Colby. The owner of the car did not file charges. Soon he enlisted into the US Coast Guard, and was assigned on the ship CG-10 Burrows in 16 Nov 1926, and took part of the "Rum Patrol" which was an operation of the United States Coast Guard to interdict liquor smuggling vessels. We will have to assume Colby was persuaded to enlist as punishment probably by his father for his trouble making a month prior. After seven months of service he was dishonorably discharged for 'absence'. He was confined from 11 May 1927 to 17 May 1927. Many years later on 02 Nov 1955 Colbys record was revised to 'honorably discharged for reason of unsuitability'.

He married Alice Louise Meader in 1933 and they had one son Colby Jr. together, and lived on Surry Road, Ellsworth, Maine. In 1939/1942 During WW2, Colby was stationed at American Naval Base; Roseneath Base, Dunbartonshire, Scotland, where he was contracted to do Electrical work. In 19 Mar 1943 he left port from Gourock, Scotland on the ship RMS Queen Elizabeth to Halifax, Canada 25 Mar 1943.

He then married Orocia Obrique Ordaniel on June 19, 1967 in Manila Philippines. Soon after the marriage they relocated to Merizo Guam, where Colby supervised Piti Power in Guam for the US Department of the Navy. They owned a retail store in Guam and they had three children together. He died on January 9, 1985, in Astoria, Oregon, at the age of 79, Colby died of pleural malignant mesothelioma(exposure to asbestos fibers), and was buried in Warrenton, Oregon.
