Seton-599 and Seton-521 appear to represent the same person because: same name and spouse

His surname is Seton not Gordon. His father change his name from Seton to Gordon in 1450's more than a decade after the divorce of Egidia Hay. Certainly not formerly Gordon as Alexander was always a Seton.
