There is absolutely no reason to reject the merge between Gragg-35 and Gragg-52. They are the same person, and any minor differences can be noted, and corrected as the correct information becomes available.
Gragg-35 and Gragg-52 appear to represent the same person because: There were some serious errors with John Cook Gragg which have been remedied, namely getting the correct father. Now this merge can be completed, there appear to be two spouses which is very possible. Both have marriage dates. So this should be researched further to establish the veracity of both.
Which brings me to WHY the merge was rejected?
