Tacy was born on August 15, 1808, in Belmont, Ohio[1]. She is the daughter of Samuel Gregg and Ann Sinclair[1].

Tacy passed away on February 5, 1897, in Fillmore County, Ohio and is buried in the Pleasant Ridge Cemetery in Ohiowa, Ohio.[1]
