Boling was born about 1821. He is the son of John Hand and Martha Messer.

Boling Starke Hand is on 1854 tax list of Lauderdale County, MS.About 1857 Boling Hand moved to Newton County, MS and settled on land in Newton County that his father John Hand had received through a Bounty Land Warrant for having served in the War of 1812. I have not located this family on 1860 census. Boling died an early death in 1863 at the age of 40. He left a widow and 9 children.
