"By the time Isham left around 1820, several of his children were grown and elected to stay on the family land in Franklin County. Among them was 28 year old Richard Lemuel Harrison (commonly referred to as Lemuel) who would become the first surveyor and county commissioner for Franklin County. In April 1821, a site just eight miles west of Frank Jordan’s fort was selected to be the new county seat. Lemuel surveyed a town on Frankfort Hill and the town was to be named Frankfort. This is the site of present-day Frankfort Heights. Lemuel served in various political offices as a Democrat, even being elected as a State Representative in 1826 and would serve as a State Senator in 1832 in the Illinois State Capital of Vandalia. Lemuel would serve one more term as a State Representative in 1844 in the new State Capital, Springfield. After his time in state politics, Lemuel would serve as the county clerk in Franklin County until his death in 1851"
