Mena " Minnie" Belle Higgins was born 8 November 1866 • Jasper County, Illinois,. She was the daughter of Austin Higgins and Mary Ping. Minnie's father Austin Higgins passed away 22 May 1870 in Willow Hill, Jasper, Illinois. Emma's mother Mary Ping married James Miller .
The family eventually moved to Benton County, Arkansas. She married John Toliver Parker 23 Jan 1887 • Benton, Arkansas where they had four children. She passed away 27 JAN 1898 • Benton County, Arkansas, at age 31 leaving
