James was born was born on October 19, 1943 in California, Moniteau County, Missouri and a son of Isaac Hill and Sarah Hallford. James married Sarah Frances "Fanny" Harriman on March 18, 1886 in Moniteau County, Missouri. He passed away on February 21, 1924 and buried in the Flag Spring Cemetery south of California, Moniteau County, Missouri. [1]
