Sarah "Sally" Howell was born on 4 July 1785 in Marion County, South Carolina, United States. She was the daughter of Francis Howell Sr (1762–1834) and his wife Susannah Stone (1763–1826).

She passed away on 11 November 1846 in Charles County, Missouri, United States.
