Joseph Antoine Leger dit Parisien was born on July 5, 1778, in Vaudreuil, Quebec, Canada, son of Thomas Leger and Félicité Cholette. He married Marguerite Amable Brabant on November 24, 1800, in his hometown. They had eight children during their marriage.
