He was born in St Georges Parish circa 1764, son of Levin Mears (I) (b. c 1736, d. Feb 1808) [1]. He was named in his father's Will, Levin Mears of St. George Parish on 8 October 1806 at Accomack Co, Virginia, shown as son, "Arthur Mears" [1].

He may have married three times. First to Sally Cropper Bagwell (b. c 1762), daughter of Charles Bagwell and Anne Kitson, on 5 November 1785 at Accomack Co, Virginia. Major Bayley was the security on the M.L.B. (marriage license book).[2].
They had two children:

Elizabeth 'Betsey' Mears (+ b. c 1795)
The second marriage appears to be Esther Edwards (b. 1773) about 1797. She died before 27 July 1801 leaving an apparent daughter:

On 14 May 1800 he was named executor on the Will of his apparent wife, Esther Edwards, who named a daughter Peggy Mears Edwards (under age) at Accomack Co, Virginia. [3].
He married third to his cousin, Margaret "Peggy" Mears (b. c 1780, d. January 1835) on 25 October 1802, daughter of John Mears and Mary 'Molly' Beach at Accomack Co, Virginia. William Poulson was the security on their M.L.B. [4][2].
They had at least ten Children, nine of which are enumerated in 1820 at St. George Parish[5]:

He died on 24 February 1823 [6]. His estate administration was filed on 24 February 1823 at Accomack Co, Virginia. It was on this date that William Bird & Wiskett Kell were named to settle the estate of Arthur Mears. Abel Mears & Charles Kellam were securities[6]. Settlement was on 30 October 1826 at Accomack Co, Virginia and his inventory taken 6 & 7 March 1823 (Invy & Sale), 2 September 1826 (Audit), 30 October 1826 (Rec'd) - Buyers: Margaret Mears many items & James Mears many items. Paid George Bull Negro for measuring corn. Appraisers: Heley D. Bagwell, Thomas C. Gibb & A. P. Bloxom. William Bird Admr. Settled by N. Stockley & Thomas J. Edmunds [7].
