Biography

Frances was born in 1932 in Anyox, British Columbia, the daughter of Ross Oatman and Wilma Powell.

Her father worked as a Government Agent and their family lived in Stewart, British Columbia, between 1937 and 1940, Grand Forks, BC between 1941 and 1946 and Kelowna, BC between 1947 and 1955.

She met her future husband, Ted Watkins in grade two in Stewart though their families lived in different places after that. They met up again in Kelowna, British Columbia where they graduated from Kelowna Secondary School. Fran and Ted married in Kelowna in 1954.

They moved to Vancouver, British Columbia in 1955 so Ted could attend Normal school to become a teacher. They decided to stay and bought a house and had four children. Their family enjoyed camping, BBQs, family celebrations and had many friends in their neighborhood and beyond. Fran was an active member of St. Mathew's and St. Michael's Anglican Church, and the Order of Eastern Star. She was an active parent in Job's Daughters and DeMolay. She enjoyed singing, sewing, crafting, and entertaining friends and family.

Fran worked as a dental hygienist and then later a dental receptionist. She went back to school in mid-life to start a new career as a care aid and later activity aid in long term care. She enjoyed taking the seniors on bus trips and was a proud union member.

They moved to Andras Place Housing Co-op in Burnaby in 1987. In retirement, she enjoyed spending time with her grandchildren and being part of her new co-op community.

She passed away in 2005.[1][2]
