Born William Norvell Otey, Peter's name was changed in a court of law to "Peter Johnson Otey". According to a notation in his parent's Bible Record, recording his marriage to Mary Mollie Floyd, he was of the 30th Battalion Virginia Sharpshooters. The marriage notice in the Richmond Whig stated that he was a Major and of Clark's Battalion. He was a graduate of the Virginia Military Institute. While a cadet, he participated in the defense of Virginia in the John Brown raid. After graduating, he became a civil engineer. In 1861 he joined the Confederate Army and participated in the Western campaign, culminating at Donelson and Shiloh. He returned with his command afterwards, and entered the army of Northern Virginia. He was badly wounded at Newmarket. When he had healed from his wounds, he returned and commanded a brigade under Gen. Early at Cedar Creek.
Later in life, he served as a Democratic US Congressman, from 1894, until his death in 1902. He was well known in the South as a business man before coming to Congress. He was in railroads, banking and insurance. He had been active in politics in his state since 1869; but never held office until 1894, when he was elected to the House of Representatives.
His obituary in the Baltimore Sun states that he had three surviving daughters: Mrs. Norwood Mitchell of Atlanta, Georgia; Mrs. John M. Miller of Charlotte, North Carolina; and Mrs. A. Lynch Ward of Campbell County, Virginia.
