Biography

James was born in 1763. He was an officer in the War of 1812. He later became Colonel on the Fluvanna Militia. James continued to represent his country in the legislature for several years.He passed away in 1825.

Hi Philip. I agree with you. However, according to an SAR application, James Payne was born 2 Apr. 1763. Also his wife was Frances Dix, not Francis (Francis is a man's name). I just came back from the William & Mary Library so I may be updating this family.
