He was born about 1772 in Pennsylvania according to the 1860 US census (Barbour County, Virginia) for William Phillips. (Note that the original record lists "Pa" as birth state, although Ancestry has incorrectly transcribed this as "Va" or Virginia.)
William Robert Phillips may have been born in Matamoras, Pike County, Pennsylvania, United States.
He is listed as born in Virginia in some trees, but source for this is not clear other than the incorrect transcription of the 1860 census noted above.
There is no source identified for his parents.
Robert Philips married Ruth Vanmetre on 7 Nov 1798 in Berkeley, West Virginia.[1] It appears that they had two children, Fanny and Elizabeth, and then Ruth died. Some trees assume this was the same William Phillips, but using his middle name.
William Phillips married Nancy Keener in 1802 in Monongalia, West Virginia.[2]
There is also a record for a different William Phillips who married Susanna Clark in Randolph County, Virginia in 1819.[3]

A land deed from 1850, Virginia, transfers land from William Phillips to Robert Phillips, both of Barbour County, Virginia. The deed names William's wife Nancy, and their children Catherine, Ellenton, Samuel, Geo, John, Benjamin, Nancy and Hannah.[4]

William S. Phillips died sometime between 1850 and 1860. DNA Analysis, from a descendant, has confirmed that William S. Phillips is the son of Benjamin Thomas Phillips. It is believed that he is buried on the Hudkins Family Farm, near Overfield, in Barbour County, West Virginia, But his burial place is still uncertain.
