There certainly was a Sir Walter Plummer in England, ft. c. 1660s, who was defrauded by one Robert Wright, later Chief Justice of the King’s Bench (1687–89). Wright, as a young wastrel, bailed himself out of debt by mortgaging his estate to Sir Walter, falsely claiming it to be free of financial encumbrances. (How Wright wriggled out of that one is unknown.) But that Sir Walter either never went to Bermuda, or didn't stay there. [1]

Two Plummers Conflated
I think two William Plummers are being conflated here: one who lived in London and who may or may not have married Frances Cary; and another who lived in Bedfordshire and married Alice Gregory. They need separating.
1590 Birth and Parents
Sir Walter Plummer is often shown to be born about 1590 in London, Middlesex, England, the son of William Plummer and his wife Frances. [1] Those working on Geni's profile for this person note, "So far the only evidence for this person's existence is his persistent appearance in various family trees.
To be a "prominent merchant" and a Knight, he would have to have been born a minimum of ten years earlier than 1616 - which makes the 1590 date sound more plausible - and/or to have lived well past 1639, in which case he probably wasn't the man who emigrated to Bermuda and died there. [1]
There seem to have been several William, Walter and Thomas Plummers active at approximately the same time, making it difficult to sort out which one is which. [1]
Mother
His alleged mother would have been 72 when she bore him. Unless the dates are wrong she wasn't his mother.
If her precise death date is correct it was after her husband had married his second wife. Her husband was born and died in Barton in the Clay. I doubt that he ever went to London in his life.
If he is the father of Thomas, then he died after his birth in 1645.

3 John PLUMMER (c1726-c1788) + Rachel MILES. John Plummer was born about 1726 in Prince George's County, Maryland and died about 1788 in Frederick County, Maryland On 18 May 1736, at the West River Monthly Meeting, he married Rachel Miles, who died in 1740. Note: this has John married at the age of 10; and it has Rachel the mother of nine children between her marriage in 1736 and her death four years later. In addition to Phlemon, they were the parents of Samuel, George, James (died 1770), John, Jerome, Micajah (married Margaret), Priscilla, Phoebe, and Thomas.
2 Philemon PLUMMER (c1750-1807) + Sophia RING. Philemon was born in Prince George's County, Maryland, He died about 1807 in Montgomery County, Ohio. He married Sophia Ring (1749-1816) about 1776 in North Carolina.
